HRD

Human Resource Development

Human resource development is an essential part of our life, so HRD’s role is important in every sector. According to the World Bank (1992): The achievement of sustained and equitable development remains because it is a great challenge for the human race. Regardless of good progress over the past generation: more than 1 billion people still live in acute poverty and suffer due to inadequate access to the resources, such as health, education, land, infrastructure, and they required a chance of a better life. The essential task of development is to provide better opportunities to people who couldn’t reach their potential yet.

Human Resource Development progress

The world is progressing in many ways and directions in the previous three decades. It is developing economically, technologically, and industrially. The world is becoming richer in terms of human capabilities, quality of living, and facilities. Markets have made it a global village due to improvements in education, technology, communication.

People can do better informed, communicate with one another across the world. They can carry on economic, professional, educational, social, and other activities with ease. The previous decades of development indicate the vast potential for creating a world order, security, and well-being.

The development of the world during the past three decades indicates that poor people couldn’t take benefit from the development. But the world has developed in a number of directions.

The world is facing two major development challenges. The first challenge: to ensure how the neediest people reach the resources of development, such as opportunities, benefits, and equitable distribution of resources.

The second challenge: how to develop human capabilities and how to address the challenges of development- political, economic, and social.

A few countries have able to meet both challenges because they invested in their people and made strategies for improving the quality of their people’s life.

Context and human resource

Today, All the government or international agency practically does not ignore the importance of the human resource, such as World Bank, WHO, UNDP, UNIDO, ILO, UNICEF, and regional bodies like ASEAN, SAARC, the south commission, the Commonwealth Secretariat, and NGO’s.

They recognize the importance of human resource development.

Human resource development components and dimensions which they perceive as strategic importance at a given point of time for different countries or groups of countries, it varies but the focus is uniform.

Now the world emphasis human resource development. Therefore, the investments between human development programs and economic development have linkages sharper. The major international developments, such as the opening of global markets, market orientation of economies, and socialist countries restructuring. And increased the competition and forced developing countries to produce quality products at competitive prices.

As well as environmental issues, the changing role of women, the new trend of information and demands for liberalization and democracy, and influencing policy, practice.

The Concept and its Dimensions

When people make things happen then they need a set of circumstances to make them happen. but they create circumstances that can help them and others to make things happen.

HRD is the process, which enabling people to make things happen. Therefore, Human resource development deals both with the process of competency development in people. Because of HRD, they help others to make competent.

Competencies and benefits

The Competencies are knowledge, skills, attitudes, and values and the competencies need in many fields, such as technology, management, industry, agriculture, and science. The professions need competencies as well as medicine, law, teaching, public administration, telecommunications, research, and engineering.

The capabilities are necessary for this competitive era for individuals and the community. The competencies could be simple: such as learning basic things: and complex competencies like defense, telecommunications, space, and medicine, etc. So competencies developing people to act and improve their lives and others.

Through the competencies process, people can create alternatives in their lives and for others increasing choices. The above discussion emphasizes the human resource development purpose as benefiting people, groups, individuals, or the community of which the individual is a member. These benefits take in terms of basic needs and welfare.

Although the definition of benefits depends on circumstances, and so increased income or purchasing power are benefits, for some while political freedom of expression is beneficial for someone.

Difference between Human Resource Development and Human Development

Some writers and agencies have made a difference between human resource development and human development.

For some writers and agencies: human development is a much larger and vast concept, while HRD is just limited to the skill development and knowledge and those skill development and knowledge which often organizations demand employment purposes.

HRD is not a limited subject, but the organized sector has a problem limitation of view of HRD and attributes it as relevant to personal management practices. However, the distinction is slowly disappearing with the understanding. The organizations use it in their context.

However, there is a converging of the needs and priorities between national governments, international agencies, and experts in this area, term use that human resource development and human development. The objection about human resource development: that it is a narrow concept and it implies more skill development.

HRD is essential part of organization
HRD is an essential part of an organization

The second objection, it is about the word ‘resource’ which seem to imply that human is instruments of the material of development rather than the beneficiaries of development.

It seems to depend on the region because those associated with the CIDA, Commonwealth secretariat, and other agencies prefer the term human resource development, and UNDP uses the term human development.

UNDP has done a broad definition. They use the term HRD within the context of human development. It defines HRD as a quote to those policies and programs. It supports and permanent equitable opportunities, skills, knowledge, and competencies and promotes the self-sufficiencies of individuals. Which provide benefit to individuals, community.

Dimensions of Development

The above conceptualization of Human resource development is the main fundamentals of the development of people. Their physical, emotional, intellectual, social, political, moral, spiritual, and other forms of development include.

Physical development is necessary for people, well healthy, and free from diseases. So it is essential for people that they are free from the diseases then they will function. People need to work for their food and living. They need to engage in productive activities, and it is both physical development and intellectual development are essential. Intellectual development comes through both education and socialization. Every step of people development includes in the definition of HRD.

Conclusion

Human resource development is an integrated concept. It deals with people development, and it is for all kinds of sections or sectors. It doesn’t limit to one industry. When people developed, they make things happen.
