The world is becoming richer in terms of human capabilities, quality of living, and facilities. Markets have made it a global village due to improvements in education, technology, communication.

People can do better informed, communicate with one another across the world. They can carry on economic, professional, educational, social, and other activities with ease. The previous decades of development indicate the vast potential for creating a world order, security, and well-being.

And increased the competition and forced developing countries to produce quality products at competitive prices.

When people make things happen then they need a set of circumstances to make them happen. but they create circumstances that can help them and others to make things happen.

HRD is the process, which enabling people to make things happen. Therefore, Human resource development deals both with the process of competency development in people. Because of HRD, they help others to make competent.

The Competencies are knowledge, skills, attitudes, and values and the competencies need in many fields, such as technology, management, industry, agriculture, and science. The professions need competencies as well as medicine, law, teaching, public administration, telecommunications, research, and engineering.

The capabilities are necessary for this competitive era for individuals and the community. The competencies could be simple: such as learning basic things: and complex competencies like defense, telecommunications, space, and medicine, etc. So competencies developing people to act and improve their lives and others.

Through the competencies process, people can create alternatives in their lives and for others increasing choices. The above discussion emphasizes the human resource development purpose as benefiting people, groups, individuals, or the community of which the individual is a member. These benefits take in terms of basic needs and welfare.

Although the definition of benefits depends on circumstances, and so increased income or purchasing power are benefits, for some while political freedom of expression is beneficial for someone.

Difference between Human Resource Development and Human Development

Some writers and agencies have made a difference between human resource development and human development.

For some writers and agencies: human development is a much larger and vast concept, while HRD is just limited to the skill development and knowledge and those skill development and knowledge which often organizations demand employment purposes.

HRD is not a limited subject, but the organized sector has a problem limitation of view of HRD and attributes it as relevant to personal management practices. However, the distinction is slowly disappearing with the understanding. The organizations use it in their context.
